The report notes that the chat app has brought a menu called Linked Devices that will allow you to manage and upload devices similar to your Number registered on WhatsApp.
This feature is in development lately. There is no data on when it will be available to users. WhatsApp has hinted at this feature in the afterlife through its registration notification for beta versions.
For now, WhatsApp allows you to use the app on whatsApp desktop for the web, but your phone wants to be connected to the Internet. It is to be hoped that the new Related Devices feature will allow you to use the app on other devices when your phone is downloaded or has no Internet connection.
