The Wellington Building Company designed 72-76 Renshaw Street.
Approval is sought to replace the use of a hotel to allow the formation of a 24-room hotel.
Rapid Hardware, which was established in 1971, expanded to occupy the entire site before moving in 2010.
The estate is occupied lately through a law firm that is moving.
