Twitter Inc will begin placing cautionary notices against some misleading content related to the standoff in Ukraine and restrict the dissemination of discredited claims through humanitarian teams or other credible sources, the social media company said on Thursday.
The intensification of disinformation around the Russian invasion of Ukraine, which Moscow calls a “special army operation,” is a component of a new policy that outlines how Twitter will deal with disinformation crises.
Social media platforms have come under increasing scrutiny over how they identify and handle disinformation. Twitter has agreed to sell itself to Tesla CEO Elon Musk, who said he believes the site is a loose speech platform.
The new cautionary notices will alert users that a tweet has violated Twitter’s rules, but will allow others to see and comment on it. The platform will not magnify or present such tweets and the retweet will also be disabled.
The technique may simply be “a more effective way to interfere to prevent harm, while preserving and protecting speech on Twitter,” Yoel Roth, Twitter’s head of security and integrity, said in a call with reporters.
The company will prioritize adding tags to misleading tweets from high-level accounts, such as verified users or official government profiles. It will also prioritize content that could harm others on the ground.

“While the timing of these paintings began before war broke out in Ukraine, the need for this policy became even clearer as the standoff in Ukraine unfolded,” Roth said.
