SINGAPORE: Migrant staff living in some dormitories and cleared from COVID-19 may request exit passes to leave their dormitories and make a stopover at recreational facilities on their rest days from August.
In “small-scale testing” starting this month, citizens of some open dormitories would likely request to stop at recreation centers for their days off to do non-public errands such as food, SIM cards and cash transfers, the Ministry of Labour (MOM) said. Wednesday (August 12).
This follows MOM’s announcement Tuesday that all bedrooms have been declared FREE of COVID-19, with the exception of 17 separate blocks in specially constructed bedrooms that are used as quarantine facilities.
As all bedrooms have been declared free of COVID-19, “the next step is to allow the citizens of the dorms to go out for recreational and non-public shopping, while protecting themselves from COVID-19,” MOM said in conjunction with industry associations. non-governmental organizations (NGOs) on Tuesday.

“MOM recognizes that this social activity is for the intellectual well-being of citizens. The ultimate goal is to allow citizens of open dormitories to enjoy their days of rest without movement restrictions,” the ministry said Wednesday.

SCHEDULED DEPARTURE PASSES FOR RECREATION CENTERS
To reduce outdoor congestion in the dormitories on rest days, citizens’ departures will be distributed every day, MOM said. This will be done by asking citizens to request an exit pass for an express schedule through the SGWorkPass app.

“The tests will allow us to refine the terms of the exit passes in order to increase the number of attractive bedrooms over the next two months,” the ministry said.
MOM added that its goal is to ensure that all dormitory citizens can apply for exit passes to the recreation centers in October, and the main points will be announced in due course.

NO EXIT PASS REQUIRED FOR ESSENTIAL ERRORS
In addition, staff who remain in coVID-19-free declared dormitories who do not comply with quarantine orders or fail to notice staying in the house would likely leave their bedrooms to shop without the need for an exit pass.
However, your employers or dormitory operators will have to send the main non-public staff points and the main points of the essential errands to MOM.
The list of errands is limited to painting pass races (e.g., presentation and approval of documents and income of biometric knowledge), medical appointments, dentist appointments, bank and court hearings.
If staff are leaving your bedroom for any other non-public urgent matters not specified on this list, you will need to apply for THE MOM PERMISSION to do so, the ministry said.
EXTENDED DAYS OF REST
In order to increase overpopulation, staggered rest days will be enabled for ticket holders and paint passes in the structure and shipyard sectors, the government announced on Wednesday in separate communiqués.
Some of the structure’s staff is assigned to projects that paint on Sundays, the Building and Construction Authority (BCA) and MOM said.
These come with projects subject to the National Environment Agency’s non-working rule or involving the renovation of residential premises.
Workers deployed on these projects will have to rest on Sundays, while staff deployed in other structure projects and in the shipyard sector will have rest days between Monday and Saturday, the government said.
“We also welcome the efforts of the network and NGOs to expand the systems and projects in the dormitories so that there are more functions for citizens in their day off,” MOM said.
STATUS OF WORKERS MOVING TO BEDOK SITE
News of the pilot program came after Aljunied MP Gerald Giam took an inventory of moving into a makeshift bedroom at a Bedok structure site.
Giam wrote in a Facebook post Tuesday that 40 foreign employees would move to transitional housing at 50 Bedok Reservoir Crescent, a structure for a long-term specialty school.
Workers will have to live on site until the end of the assignment in the third quarter of next year, he said, adding that lately they are living in a separate bedroom that asks them to stop at the site every day.
The message sparked protests among Facebook users, who commented on it, assuming staff would be confined to their homes until the end of the project.
On Wednesday night, MOM posted a message on Facebook about how staff host them.
“Members of the media have asked MOM if staff moving into transitional accommodation in a structure in Bedok can leave the bedroom for recreational purposes,” MOM said.
“Like staff in other authorized dormitories, they can go out to do shopping now,” the ministry said.
In his message, Mr. Giam said staff will be staying in neighborhoods of no more than 10 people with space.
“They will be provided with food and will have Wi-Fi for friends and family,” Giam added.
“While the citizens of Bedok Reservoir do not have the opportunity to meet that foreign staff in person, I hope that netpaintings can be enrolled in my appreciation for the pictures they make for us.
