PCIDA, which came into effect on July 27, 2022, aims to publicize and promote the progress of the Philippine arts industries by protecting and strengthening the rights and capacities of arts enterprises, artists, artisans, creators, workers, indigenous cultural communities, content providers, and actors in the arts industries.

To this end, the Creative Industries Council of the Philippines will be established with a mandate to put in place a long-term plan for the advancement and promotion of the Philippine arts industries, with systems aimed at creating opportunities and jobs, fostering human resources, ensuring favorable monetary conditions, mechanisms and providing incentives to inspire Philippine excellence in the arts industries.

The PCIDA defines arts industries as occupations involving people, whether herbal or legal, that produce cultural, artistic, and cutting-edge goods and that are the result of human creativity, skills, and abilities and have the potential to create wealth and livelihoods through generation and use. of intellectual property.

Also included are creative industries with those that are directly or involved in the creation, production and manufacture, representation, dissemination, communication and exhibition, or distribution and sale of works and other objects, in accordance with applicable laws, regulations and regulations on intellectual assets. protection of rights, such as the Audiovisual Media Box, the Interactive Virtual Media Box, the Artistic Services Box, the Design Box, the Editorial and Print Media Box, the Performing Arts Box, the Visual Arts Box, the Classical Cultural Expressions Box, and the Cultural Sites Box.

The PCIDA states, among other things, that arts industry entities are eligible for Department of Commerce and Industry infrastructure infrastructure and infrastructure systems under Republic Act No. 11293, also known as the Philippine Innovation Act, as well as the Department of Science and Technology Research. and Development Support Programme.

Creative industries entities will also have access to virtual and virtual education platforms. Technical and monetary assistance systems will be provided to Philippine entities that apply to create platforms for the distribution of virtual content and other virtual inventions that benefit the arts industries.

State-owned, government-controlled or government-backed monetary institutions will also give priority to the arts industries in the provision of credit assistance and guarantee programs, subject to applicable monetary institutions and regulations.

The PCIDA also contributes to the status quo of the Creative Industries Development Fund for research and progress, industry promotion and human resource advancement in the arts industry and to ensure the well-being of artists, staff and other stakeholders through business organisations and artistic staff. . associations.

To ensure its relevance and effectiveness, the PCIDA will be reviewed at least once every five years or whenever deemed mandatory by the Philippine Congress. This revision aims to put into effect the mandatory reforms to respond to the emerging desires and developments in the art industry.
