HUD’s Office of Multifamily Housing Promotes Affordable Connectivity Program

HUD’s Office of Multifamily Housing Programs sent an email to interested parties on May 10 announcing a new federal subsidy program, the Affordable Connectivity Program (ACP), to help HUD-assisted families pay for Internet service. Meanwhile, HUD’s media workplace issued a May 9 press release addressing the CPA stating that HUD workplaces would be achieving multifamily social and tribal housing programs, as well as Project-Based Rental Assistance Programs (PBRA). The email and press release clarify that CPA benefits should not be considered as a source of income for calculating a home’s rent, and those benefits will not have an effect on a household’s eligibility for HUD. Households are eligible for ACP assistance only for living in personal homes that obtain the benefits of Article 8 of the PBRA and public housing.

Under the “Infrastructure and Employment Investment Act,” the ACP is making a $14 billion investment to provide eligible families with up to $30 per month ($75 per month for eligible families on eligible tribal lands) to help cover the cost of web service. In addition, the CPA will provide a one-time grant of $100 for the purchase of a computer, computer, or tablet if a family contributes more than $10 and less than $50 to the purchase through an attractive broadband service provider. The CPA is similar to last year’s emergency broadband gaining advantages (see note, 24/05/21).

Households can log in through an attractive broadband provider, or by submitting an online application at ACPBenefit. org, or by submitting an application by mail that can be downloaded from the same site. Households can also tie their attractive broadband provider to a plan.

Multifamily’s email links to a two-page fact sheet published through the Federal Communications Commission (FCC), which administers the CPA. The fact sheet outlines eligibility criteria for families who do not receive assistance through HUD. “CPA Mini-Guide” designed for public housing agencies (PHAs) and HUD-assisted homeowners that their citizens sign with the CPA.
