Duterte visited Jolo, Sulu, on Sunday to congratulate himself on the victims of two explosions that killed at least 17 other people and wounded 75 others on 24 August.
The president gave flowers and prayers at the site of the explosion, before addressing the Teodolfu Baptist camp to those injured in the incident and gave a speech to the infants that supposedly lasted more than an hour.
